Yup , it's true look my account I got ancient 7 coz I subscribe to 1 year dota plus, 1 year subscrition for a guarantee 4999 max, but not the mmr u will get , it will depend on how u play and cailbrate
why u are so curious about 4999 max in new acc?? if u are really good u can grind more than enough 4999 in ur main acc. lol
so after doing a lot of digging; i can say this:
-> ranked roles max. 4999 calibration has been patched out it is not possible to calibrate higher than 3500 with a new account using ranked roles or the usual ranked mode.
-> thos people that think u can still do it by using 1 year dota plus are wrong!
-> those people who think they couldnt calibrate as high as they desired when it worked, becasue they purchased less than 1 year of dota plus just havent been good enough.
-> End of story

my first rankd match im on 4,6k but at game 5 im drop to fcking 3,5k match fuck High Skill gameplay but now im back

Seems like an absolute hoax to me.
