shadow fiend is probably the most typical example, in almost all situations, unless you level it at 6 to catch the enemy by surprise or something
OD because his ult doesn't do much early
wk because lvl 1 ult has a huge cooldown and in certain cases its better to die once instead of dying twice, wasting the ult which won't come online again for a while
luna, because you might already be farming the jungle at lvl 6 and you want to farm as fast as possible or get a stronger beam
dark seer because your ult is garbage outside of a teamfight and other spells at high levels
Treant Protector if u lack of mana @ the moment
It's guise/leech seed/living armor might be better than ulti if u lack of mana and team fight is not arising

Depends often how late you're taking the laning stage a lot of times. If you're not going to be teamfighting soon, hold off on a teamfight ult in order to control the lane even better.
3 role clockwerk, for instance. Not gonna have the mana for that hook, may as well take more points in cogs to abuse to carry/supports and control the lane, rather than leaving the lane to force a teamfight on your mid or safelane whose lane will become hard to farm as a result. Make their offlaners come after you and leave your carry alone. This works well with tide too, but expect your teammates to flame you for not taking ravage at 6.
Mirana you don't really need the ult at 6, and if you're mid you definitely dont want it at 6. Shadow fiend, OD commonly skip ult. Tinker can't use ult until he has BTs anyway so usually he skills at 8 or 9.
Dark seer obv. Venomancer usually is being cancer in a lane that nobody's going to go to and pushing the tower, also low mana pool, so he doesn't usually need ult at 6 either unless the game is hard.
Dazzle if there's not a lot of physical damage on either team, or if there's threats that you need the added range on grave like a huskar (either team) or mappo or chrono's fear.
Ogre if you're having mana issues or if you're maxing ignite over stun.
Techies. you will never have the mana to spam Q and R until lvl 15 so ignore it. The only reason u would use a green mine early is to keep an eye on rosh
surprised at skipping dusa ult. it is super valuable for escaping a gank early game (just keep your shield off until you've cast it...)
rarely get ult at 6 on ck. normally just get it when i'm close to armlet. the power spike from armlet+ulti is insane so having ulti on cooldown when you finish armlet is bad. only time i'd choose it is when there is going to be an obvious fight that I couldn't win otherwise.
@Rocket you skip dusa's ult, cause an additional point in mana shield make you survive the gank; while you would actually die before the stone form if you removed 200 of your own mana during the gank (not to mention, if you don't have quick enough finger, you will not even have the mana to cast it)
In general, it's usually not a great idea to skip an ultimate due to the extra firepower and/or utility they can provide. I find it ludicrous that someone above suggested skipping Wraith King's reincarnation at level 6 because "it has a long down time." It's cooldown is 200 seconds, but it prevents you from dying and losing gold and valuable time. It's also almost impossible to get from level 6 to 12 in under 200 seconds. I guess Enigma shouldn't skill Blackhole either early on due to 200 second cooldown!
Any who, here is a short list of heroes whose ultimates are an exception to the auto skill at level 6, with a write up as to why:
Shadow Fiend->Generally almost useless if you don't have a maxed requiem of souls (minimum level 7), and a way to position yourself (item usually not had by level 6 anyway). Has almost no real use at level 6.
Jakiro->His other damage skills have far more utility and are way more reliable. The damage the other skills do is likely more than what 1-2 seconds into the macropyre will do. I might skill a point in at level 10 for the wave clear, but it's not great until other skills are maxed IMO.
Chaos Knight->Simply put, he doesn't really have the mana to pull off mad death comboes at level 6, and the illusions are not very effective early without maxed out blink. I usually wait until level 8 minimum to skill this.
Anti Mage->This one can be good early for grabbing that kill, but the truth of the matter is most AMs focus on jungling and staying alive, and the small amount of damage this does early game isn't usually a game changer. The mini stun can be vital though, so I can see a point in it early.
Crystal Maiden->Her ult does have good DPS potential, but it's unlikely she'll have the mana to use it or be able to get more than 1 second of it off without a positioning item/bkb. Damage isn't that great at level 6 either.
Dark Seer->Ulti is useless at level 6 since the majority of enemy heroes aren't very strong at that point.
Dazzle->Weave is a great skill in theory, but it takes too long to be effective, and physical DPS is not as important super early game.
Luna->This is situationally a skip at 6 if you're going the hardcore jungler only Luna, since lucent beam probably isn't skilled much and thus making the ultimate nearly useless.
Medusa->Another hero that likes to avoid early fights, probably wouldn't have much use. I think a value point is good though for the stun if you get ganked, but I can see not skilling it to level 2 to favor maxing skills/talents since it doesn't have amazing scaling.
Monkey King->Can be skipped due to not having too much damage, but isn't terrible by any means as a level 6 pick up.
Outworld Devourer->Ultimate isn't going to do much at 6 since OD needs to stack orb to get the intelligence advantage to really make the skill shine.
This is about it. There's probably a few other extremely situation examples for when you can skip level 6 ultimate, but I don't think anyone else has a strong a case as the above.
