it is a counter to any long stun or nuke, and also a counter to your positive input in team fight :D
would a glass canon whos being threatened by something stupid like axe call blademail every fight get it? or just change the way you play?
it counters alot of long disables. i buy it vs void. when vs is you have to trigger it before you use chrono
for axe imo its not an issue. 100sec cooldown vs calls what? 15sec? i dont even know :D
