Are you talking about them prioritizing players who are geographically close to you?
If so, it still prioritizes matching people by MMR, but now it will take those closer to you before those further away.
So lets say you're 3K. The game will find all 3K players on the same server who are searching for a match and then match you with those who are geographically closest to you. It wont suddenly put you with 1K or 6K players just because those people are closer.
if you mean the new players-from-your-region thing then the answer is you will be matched with player from the same region and the same mmr

And there's more chance when you walk out, you will find players that feed and flamed last game?
Techinically you can still play with anyone on the same server as you. If there aren't a lot of people online you're more likely to get people further away and possibly even from a different country. If there are a lot of people around then its more likely you'll end up with people near you, possibly in the same town as you.
I'm not sure if you're likely to get the same people several games in a row. Once again it depends on how busy the server is.
Looks like a good improvement overall, might even end up building a stronger community?
