the scale is based on your performances with the hero
that is to say, you arent compared with anyone except yourself
the scale varies from hero to hero, maybe you excel with 1 hero and consistently do good
but maybe with another one which you havent played in a long time when you were more dogshit, and played again despite thinking you played bad, you actually played good compared to your recent games with that hero
what do you mean by stats? it works averaging the deviation in that game against that of that heroes averages in your past games and seeing if it is positive or negative, i assume there will be some standardisation of each average as you cannot compare gpm and kills. so if you do really well in deaths and assists but slightly bad in gpm and slightly bad in xpm, you may feel like you played worse than average but the effect of doing well in those areas outweighed the effect of you slightly less xpm and gpm
not quite, for example you could have played a lot better in a game than normal, but because the game was a stomp and you ended it in15-20 mins, you got 5 kills and 500gpm on AM, which is good for 15 mins, however both these numbers may be lower than your averages on that hero. remember it is just showing how your game was compared to your average stats on that hero.
It doesnt take into account context, for example if your team fed and the game was hard but you managed to solo carry by playing safe and pushing at opportune moments, or capatilising on one team fight, then maybe the game shows you played less than your average but wouldnt take into account you played better than normal
