I dont think we will see a phoenix in frankfurt. He had like 0 farming potential compared to hero like ds +imo he doesnt scale well to late game
He was picked a few times at TI 5, mostly in Teamfight based combos with Winter Wyvern or Treant Protector. He'll probably see some play in Frankfurt Major depending on Drafts. But yeah, Windranger, Alchemist and any other heroes with attack speed buffs really hurt him. Silences also shut him down. So hes pretty situational.
With the strongest attack speed slow in the game and a low item dependency he's still fairly viable this meta. Biggest problem i see for him are the fast attacking rightclickers that are popular this patch and the long cooldown on Supernova.
in 4k bracket phx will get counterpicked by a silencer every fucking game and then completely destroyed.
i climbed a lot w him in >3,5k though, ppl didnt know his strengths and weaknesses - so it was ez mmrs.
It's a pretty greedy meta, and Phoenix isn't really a great core in it. He's more fit as a support right now, and he's actually really happy to get levels.

p/s : Hoping at least 1 game featured the hero..
One of my favorite hero...! Can be played as offlane and support...just make sure there's no silencer on the other side...since "Last word" means death penalty for the poor birdy...

THAT flaming bird is one of the coolest heroes in Dota 2. A good offlaner and ganking capabilities with decent skills and item needs.. I want to know where this hero stands in each tier/bracket.. Does we expect to see a few games with him for upcoming majors (Frankfurt) ?? If not what buff does it needs to become more viable in current meta.
