I forgot that i dont know my pasword only security question.. so now i cant get my account back.. if you hack it since steam guard is down Il give something monney or items anything......
Someone is trying to get access to someone elses account ? Even if you give "permission" it is irrelevant. In addition there is no proof of you actually owning that account.
If you have any credentials your best chance is to contact steam support
