generally, probably 2 is the most common optimal way to win the game, but there are too many factors you didnt mention (cz u couldnt - it would be like several pages of game situation description) that may affect ur decisions.
if you have worse late and heroes that can't def megas, just try to yolo with a smoke or something
if you have heroes that can do it, turtle up and play 2 hours rofl
but in some games after defending for a while people just go feed somewhere to finally lose
def throne, push all the lane first. 1 person defending and others smoke go for rosh. rosh dead we def again for a minute. smoke again find pickoff and YOLO thrones.
^ like opposition will not realize that there is only 1 defending ... mostly when such thing happen opposition team are the one doing RS so if you risk that , then you might lost another team fight in RS fight since one of your guy will be defending..
Best option seem to be 2nd for me

The game is really close, but you lost that last team fight, and lost all racks. Whats the best thing or plan to do afterwards?
1. Im thinking its a must to yolo one lane and yolo throne.
2. Wait a bit, def throne, let enemies overextend in fountain and then yolo throne.
3. Def throne, steal rosh, go yolo one lane to throne.
4. Def throne, steal rosh, wait for enemies to overextend in fountain, and then yolo throne.
5. Give up :(
