just cause every "recalibration" time will be filled with retarded games where every shit tries to pick a core to get hd and kda and games will be just like 2k mmr
i feel like recalibration after a set period would better reflect true skill and perhaps even discourage some peeps from smurfing

Yeah, there would definitely be less accounts on the steam data base who have only 1 game on them, and that game is Dota 2.
Most season or other periodic systems don't actually take advantage of the main advantage of such a system which is the ability to end up with more accurate ratings by "replaying" the matches and recalculating Elo using peoples' Elo after the series (and repeating it multiple times if desired) or by doing an averaging like some chess tournaments do.

I personally don't want a seasonal MMR system but a bracket system sounds cool to me. In LoL, your portrait is bordered in the loading screen so people know the highest bracket you achieved.
