You can only add friends as soon as you'll put atleast 5$ on steam (you don't have to buy anything).
But you have two more options:
1) Friends can add you if they don't have the limited friends feature.
2) You can invite players by finding their dota profile with their Identified ID (for example, your Identified ID is 281139292, you can check it in your profile in dota or the dotabuff profile url)

just put 5$ with paysafecard. im pretty sure all shops around the world sell them, and 5$ isnt that much at all. even as a kid you can gather them in a month.

Dota 2 is the only game on my steam account, and I can't add friends cuz of it. I don't want to spend any money on it or on any other games. So can I unable this cool Rating Buddy feature on my limited steam account somehow?
