Ofc no, boosting 3.2k acc to 3.7k(vh) would take like 1 month if you're unlucky for sub 4k player.
3.3 - 3.5k - most retarded bracket of 3k. 3.5k - 4k is way, way better.

No need to be mean to him. The honest answer is that rank/bracket calibration takes KDA, XP, Hero damage and in battle percentage into account too. A great way to monitor your impact of a game is the 'MVP' award given to the player with the most impact on dotamax. Im pretty sure the equation they use to get that award is also used to calibrate a skill bracket. This is one game - http://dotamax.com/match/detail/1250589239/ where I was given the MVP even though my damage was not the highest, the fight presence and early impact also makes heavy impact (depending on what hero you are playing).
