in my opinion sniper works well in a normal skill stack.
otherwise you gonna get fuckt boi
@kast as i mentioned he is constantly getting picked in the very high bracket with immense success.

The only one I lost I had to abandon because of IRL shit, but slark had already hit critical mass anyway
sniper is pretty cool atm, but i wouldnt say hes really op (i am playing in barely same skill bracket as u do)
Pick early game heroes that squash him and no, he won't catch back up in farm. Or get ganking heroes and make him scared to ever leave a tower like nyx, bh, riki. All those guys can 1v1 sniper until sniper gets some serious farm.
eh, he's not as op as axe/troll/jugg in the previous patch but he's really good
my friend's 5.9k and plays him offlane almost every game, i do the same and i've been winning over 70% of my matches lol (yes, he's a great offlaner)
the only problem is if they have something like a storm/bara/riki and nobody on your team has the lockdown necessary to kill those heroes but that's more of a picks issue

I have been playing in the 4,5 mmr zone and in almost every game there will be a sniper picked.
This hero, with the reworked shrapnel can win almost always mid cause he can zone out the opponent by spamming this 50 mp spell without running sort of mp (basilius-aquila). The opponent team has to successfully gank him 2-3 times with smoke but again with his huge att range sometimes the attempt ends in a feeding dive. Also even if he dies he can catch up like np.
Also as a safe lane carry, with free farm scales very well to late game. His win rate has risen dramatically.
From my personal experience it wins 7-8/10 games.
