Why does Ogre have 6 base as an int hero. Does "Radiant Intelligence Wizard" sound like something that would be wearing a fucking chain mail?

Coz he has Flame Guard, which is already a pain to lane against.

nah, that would be OP. flame guard already does burn damage plus free pipe
