Im not american myself, english is not my first language, but i do play on my server and do everything i can to do my best for the team.

And how would one even put that sort of restriction?
By simply putting zone restriction such as brazilian wouldnt be able to access US west, russian wouldnt be able to join autralian server and canadians like me wouldnt be able to join european servers? I believe this is quite simple. Its not about ethnicity really, its about connection issues were all having because of people not playing on their own regions.
But that's not the issue, what about any peruvians in the USA? What about russians in the USA?
Also, if Russia's server is down, region lock means russians will not be able to play dota.

anybody can play anywhere and nationality doesn't decide the outcome of a game, everybody over 15 knows this
brazilian player 4dr climbed to 7k mmr playing mostly on US servers and stomping idiots who complain about peruvians and brazilians
also most brazilians don't even play out of their servers since they have awesome ping at south america

@op, pausing for 2mins for lag and being unable to communicate with others is a common issue WORLD WIDE
theres a bizillion spoken languages in asia, thats when the ping+mute button works best. Having 10 computers running for an hour without glitches can be an achievement, look at pro gaming scenes. They dc so frequently and they make a living out of it.
If you really have issues with others, go find a party to play with.
Mate, you're behind the times, the Brazilians play on our servers, sure, but we've been playing on their servers for weeks now and no problems.
