You can trade it if you get it as a drop in-game (yeah in-game drops exist).

it's strange indeed - maybe there is no trade restriction on items you buy straight from valve
e.g. you can't trade the necro set because it's a contract drop?

In game drops are a myth, they've been removed :(

if you get the set out of the DC treasure box, there are trading restrictions in place

if you buy the set directly or get it via in game drop (i think) you can trade it and market it and whatever
