i heard somewhere that hes a good Ursa

So recently I decided to play Ursa, and I have to say he is by far one of my better heroes to use. But something I've noticed is that if you don't finish the game in under 30 minutes with him, its basically game over. I've even done a couple of bot matches and noticed this as well. So is it natural for Ursa to not be so great late game or am I missing something?
