I think it's because it might be exploitable if you get a free pass on not decreasing your win rate.
safe to leave doesnt mean game wont count, just means you wont get put in low pri if you leave
it's extremly bugged both on steam, dota and dotabuffs end so just get over it. dosnt matter anyhow.

I do not wanna sound like the averag whining user, but i´ve left a match which was safe to leave (or at least that´s what dota said) and my win rate decreased.
Im just curious.
