Most Russians do suck, yes. They are like kids/babies, they don't care about others and most of them can't even speak. I've come across some very nice Russians to, but that's rare, of course.
Perhaps a different approach is needed to solve the Russian problem when you are in game? Being friendly usually won't help, since they wont understand it anyways... :p

Dude the problem is that Russia has about 143,657,134 people , of which 95% are fucking feeders who cant speak shit English and flame all the time . You think I am rascist ? I say the same about my country (Greece) where most people suck as well. However we are 11 million in Greece and about 20 in the whole fucking world , SO our 95% is way lower than your 95% . Eastern European countries are fucking shit at video games , learnt that lesson about 8 years ago when I was 11 while playing Lineage II . I have a proffeciency degree in English from both Michigan and Edexcel and an Advanced degree in German . I also am a university student . All that should make a cool non-caring guy but I flame these fuckers so hard like there is no tomorrow . Eastern countries are uneducated piece of shits when it comes to video games . I expect nothing more so I play on EU-West and I don't flame at all unless they are just asking for it .

the thing is, if you queue on servers which are not meant for your region and talk a language you did not select and refuse to talk the selected language, then thats an indication that the person might not be the sharpest tool in the box.
i know school english ( in russia VERY bad teachers) and i have better ping on EU servers , not russian . I think i'm not alone with the same problem.
for example - EU servers 70-100 ms
RU servers 140 - 3000.
