If anything it seems like its the wolves buff that would increase his performance. Either way, most pub players don't build necro on lycan. They probably should, but i don't think necro book is contributing to the overall win rate as much as you are implying.
Also, it is kinda strange that lycan has a 40% win rate when he buys either quelling blade or buys stout shield. Does the winrate only include items that the player ends the match with, rather than items that are purchased?
Necrobook was nerfed pretty heavily, but in the situation he described, the armor and bounty nerf doesn't affect his uncontested pushing power.

OP's right though, left unchecked, and if lycan's enemy team is dead/in the wrong position, they can lose towers/rax in seconds.
Best thing to do is ensure he isn't farming jungle untouched.
lycan's biggest issue is where to put him. I've been trying to figure out a good way to jungle him early, but its pretty camp dependent.
not a terrible idea, but the wolves end up being rather easy bounty if its not a uncontested safe lane. they aren't the best for harassing in a 2v2 situation when the opponent can kill the wolves easily.

how do u deal with 522 ms lycan with bkb and necro 3 units? necro do insane dmg and u cant kill or kite lycan, if u lose 1 fight he take 2 of ur racks. no wonder this shit has 57% winrate
