I'm fairly certain they come together. That's why it's called a pack and not just two separate items like many other weapons.

yeah but when you use the pack,
it will seperate into 2 pieces, the "arc of manta" and "arc of manta offhand"
it's also available to buy seperately but
Just wondering if it works if i buy the "arc of manta" only
The shines of course only will apply to the "arc of manta" not the normal off-hand blade

Guys i know it's unrelated to MM but
if i buy the arc of manta but without off-hand
will it still shine if i buy manta on that 1 part only when i played
