As a Kaolin player,
An appropriate nerf would be something like, giving him 3 stones before his ulti, lvl 1 ulti you get 4 stones, lvl 2 ulti 5 stones, lvl 6 ulti 6 stones.
OR scaling the range of his spells, Lategame Kaolin doesn't have much to offer his team so i see no good in nerfing his lategame, but his earlygame definately needs re working
