I think he paid one of the community managers, there is no other sane explanation behind this unless he was unbanned mistakenly.
I don't think the Dotabuff profile which he linked is his friend.

My friend is wondering why he's banned for playing LPH for 30~ games when he has over 200 matches in AP and why this guy http://dotabuff.com/players/119829431 is unbanned considering this exploiter used sandboxie to farm wins and KDA, unlike my friend, who can't enter IXDL because of the exploit ban on his profile
