Can we REALLY say, though, that SEA won a major? Mushi and iceiceice may be from SEA countries, but their rigidity and legendary status was formed playing with Chinese teams. Ninjaboogie as well; Filipino-American who was playing with NA teams for a large part of his career where he forged his name.
How can we claim best region when the most successful SEA team wasn't even built on the region's foundations

SEA would be the best region if there was not a EU-west where people apologize for mistakes and have at least 2 guys who roll for pos 5 almost each game.
Sea is the best and worst among all regions. At least they dont go mid drop items and say gg. They will however say gg ff and def hg for 30 more minutes.
sea is good as long as you dont play during morning-evening on weekdays.. that's there all the cancer players come out (people who dont have school/work)

Biggest problems with SEA are bad internet connections, people with no mics, and toxicity. At least in my limited opinion.
I rarely see people rage quit in SEA, if any (niggy haHAA). Most of the time in my case, and in the case of the people in my games, the reason why a match gets a disconnect is because of internet connections or brownouts. The leaver often tries to reconnect only to disconnect once again, and establishes connection only after we have abandoned. Cool thing is we keep playing with our best despite abandoning. I remember only once instance, in the 1600+ hours of playtime in the SEA server, that I had a guy who griefed in my team because we didn't pause for him. Only once, a Bloodseeker. Let that sink in. When someone destroys items or walks down mid, no one says "sea doto rofl" for a reason.
I exclusively play on internet cafes for my own reasons, but the people I play with seem to do so as well. People with good mics exist, but aren't plentiful in my case. Regular setting is having an open mic, and a very bad one at that, as the mic often activates at the slightest bit of noise. Now imagine our teammates are playing in a net cafe where there's a very expressive person. Not only that, but the reason the mic is used by our teammates themselves is to shout profanities and how my mother is a very lovely woman. I agree that SEA players are famous for being talkative swearers (peenoise here) and the exotic-sounding words are often used as memes by people of foreign servers. Rightfully so, hearing a kid shout "potangina mo pakyu" is very entertaining from an observer's viewpoint.
People trash talk a lot and trash talk teammates as well. I particularly hate how we use the ping function. Here in the low ranks of Dota we don't correctly use nor appreciate the ping function, and use it for two reasons. The first is spam the health of an enemy after dying to the said enemy, to show that we had a chance of killing the enemy and wasn't intentionally feeding. Second reason is to spam teammates' positions whenever teammates do something which we think we could have done 10000000x better. In high level Dota, a ping can mean a number of things; an important enemy ult used/wasted, last known location of a fleeing enemy/ies, HP/MP of a key enemy target, a stun or silence on you, your own CDs, suspected ward placements, to name a few. The point is that pinging is important and impactful. Supposed to be, anyways. SEA fucked it sideways and made it a thing used to humiliate.
I think it's very cool though, how all these form our players. We have noisy and toxic players with bad gaming equipment. Easily angered and oftentimes our pride is inversely proportional to our skill. But then the toxicity comes from the burning desire to win. If a guy was a "chill dude", then win or lose, that guy won't care as he is "chill" and all he cares about is playing Dota, not winning. Now a toxic player is toxic not only because he is delusional, but also because he wants to win. Perhaps more than most. We have the vast majority of our server misusing or taking for granted important features while playing on substandard equipment, and yet SEA Dota is respected. Now don't get me wrong, I still think players from SEA are hot, steaming garbage players. That includes me. But we're garbage that want to win. Indeed, the server itself is one big garbage can, but at least the server isn't garbage cannot.
edited for tldr: I'm proud to be from SEA as a Dota player because despite being third-world countries we have as much potential as any server. This does not translate to me saying that SEA is the best, I just wanted to say something in relation to the topic.

Many peenoise who play dota are illiterate people and are very rude and toxic( very prideful tbh)
