and supports like to buy force

He was a solid hero before TI9. Pro teams just forgot how to play fast pace dota and prefer slow farming pos 1 heroes. Their playstyle always revolves around making space for their pos 1. Bloodseeker isn't that type of hero. He needs to cast Rupture every minute, get kills and control the map with his team.
Still, you can now play Blood like a slow farming pos 1 and get decent results.
